Overview
Countess Street, Hyndburn
This project is focused on improving walking routes to the local primary schools, greenspaces, the town centre, and to local community facilities such as the leisure centre.
Park Road is a key route people use to get to Hyndburn Primary School from Blackburn Road in the south and Hyndburn Road in the north. Improvements to this route will include making the pavements wider towards the southern end, and introducing bollards to stop people parking on pavements at unsafe locations. New road markings will also help to stop parking outside the primary school and make the road safer for children to use, especially at school pick-up and drop-off times. Lighting will be installed in the cobbled alleyway south of the school to help children and parents who walk to and from school when its dark.
Countess Street is the main east-west route through the estate and the improvements will focus on slowing down the traffic using this route and making it safer for people to cross the road. This will involve raising the road to meet the kerb level (raised tables) at five junctions along the route, and making the footway wider on two corners of these junctions. This will narrow the road so that only one vehicle can drive through the junction at one time. It will also make the crossing distance shorter for people walking. Bollards will be introduced along the edge of the footways to improve the sight lines for people trying to cross the road and to discourage parking on pavements at the junctions. This will also provide space for some street trees and planting to be introduced to make the street more attractive.
The carriageway at Emma Street will be resurfaced and the road made one way for traffic, which will enter from Princess Street or Swiss Street and exit onto Countess Street. A new play area is also proposed on the green space located between India Street and Wesley Street. Play equipment will be introduced on this green space, along with protective surfacing, improved lighting, seating and cycle parking facilities. This will provide a better community facility for children and parents to use.
Blackburn Road is a key east-west route on the edge of the estate with a range of shops, and a local health centre located along it. Some of the north-south routes connecting into Blackburn Road are currently not open to traffic including Persia Street, Swiss Street, Monk Street and Frederick Street. At these locations the pavements will be resurfaced, new street trees will be planted and new seating will be provided.
