Hall Carr, Rossendale - Safer, Greener, Healthier Streets project
Overview
Hall Carr, Rossendale
This project will include various improvements to local streets and green spaces across the Hall Carr estate. A refreshed public square next to the local shops on Bury Road will provide a new focal point to the estate. The works will involve resurfacing the pavements and providing new seating, along with improvements to the lighting, and the introduction of shrub and tree planting in raised beds to make the public square a more attractive place to spend time.
A new pavement and wayfinding signage through the green corridor that runs north-south through the estate will provide a new link into the existing public right of way off Hardman Avenue and countryside routes to the south, and the local shops near Bury Road to the north. Within this green corridor, there will be new community gardening facilities, seating, and wildflower and tree planting to encourage more wildlife and increase biodiversity. This will provide a better community facility that residents can enjoy for leisure and recreation activities.
Fallbarn Crescent is the main east-west route through the estate and the improvements will be focused on managing traffic speeds along this route and making it safer for people to cross the road. This will involve raising the road to meet the kerb level (raised tables) at intervals along the route and narrowing junction mouths to make the crossing distance shorter. To improve road safety, bollards will also be introduced at the junction mouths to improve sight lines for people trying to cross the road and to discourage parking on pavements at the junctions.
Residents will have easier access to the town centre helped with the introduction of a new uncontrolled pedestrian crossing on Fallbarn Crescent near Bocholt Way, which will link into the proposed signalised crossing on Bocholt Way. A new ramp alongside the existing stepped route from Bury Road to Carr Lane and into the estate will help people with pushchairs, wheelchairs or mobility scooters to get around more easily.
